Mark… Prayer time is on. The gradual implementation of the emission mobility zone (ZFE-m) in the Paris region will soon ban access to the capital and its surroundings for drivers who own a Crit’Air 3 vehicle (petrol vehicles registered between 1 January 1997 and Dec. 31, 2005, diesels registered between Jan. 1, 2006 and Dec. 31, 2010 and two-wheelers registered between July 1, 2004 and Dec. 31, 2006). Whether this restriction imposed on July 1 should be postponed until the end of 2024 or even 2025 due to its extreme complexity, the future of these cars is however uncertain. Because the issue of ZFE-m concerns the entire region with seven million vehicles.
For drivers, it will be important to stop crossing these ZFEs or invest in a more recent car, and therefore approved. In the first quarter of 2024, however, a third solution must see the light of day to allow, at a reasonable cost, cars that are currently the most polluting to drive. The French company, Green Corp Konnection (GCK), whose headquarters are near Clermont-Ferrand (Puy-de-Dôme), will indeed launch in the coming months a solution for the general public to replace the heat engine (today which is now classified in Crit’Air 3) as a plug-in hybrid.
The Minister of Industry, Roland Lescure, persuaded by this recovery device called “Twin-e”, goes to the manufacturing plant this Thursday, June 1, near Aix-en-Provence (Bouches-du-Rhône), to help GCK . And if the system envisioned by SME of about 200 employees is to be replicated, it is because it targets everyday cars but also small services, whereas the methods offered today target large cars or are charged too high a price to reach a larger number.
7,500 euros, installation included
This time, the GCK tool will make it possible to replace the old diesel engine of a city car (Clio 3, Scenic, Megane, Dacia Logan and Sandero in 2024 then Peugeot, Citroën and Ford models in 2025) or small services (Kangoo from 2024) and a plug-in hybrid engine. “It will be possible to install this device in one day with more than 1,000 authorized garages throughout the region, notes Éric Boudot, general manager of SME. It will allow the car to drive in the ZFE, with 70 kilometers of freedom in electricity. It is a transitional solution for many drivers who they will not have the means to buy an electric car. »
The system should expand, over time, to Crit’Air 2 and then 1 vehicle, according to the adopted law. “Our seat can easily change to suit political decisions,” the CEO continues. Today, we can manage the industrial launch, at the beginning of 2024, but we are in the process of signing contracts with famous French car companies to manufacture parts on a larger scale. The goal is to offer a system that is 100% made in France. »
How much will the bill be? Euro 7,500, installation included… before any government support. “Things are still being discussed but it would be good if the suppliers who will install the equipment could offer a financing solution immediately so that the remaining money to be paid by the drivers would be around 80 or 100 euros per month for three or four years, we estimate at GCK. This roughly corresponds to the amount of savings of fuel that will be made by drivers. An acceptable cost because this investment will make it possible to drive in the ZFE while protecting city centers without stopping, if necessary, to go to the weekend with the family. »
Towards the conversion bonus for resets
In Bercy and Matignon, the file has already been read for several months. “It’s a temporary solution for millions of cars,” rejoices Roland Lescure. We estimate that in 2035, there will still be 20 million hot cars in circulation. Resettlement can make it possible to speed up the movement, at a lower cost to consumers. “Because the government can get its hands in the wallet to reduce household bills. If nothing has yet been confirmed or budgeted in detail, the idea of partial support is gaining ground.
“We are working with the Minister of Budget, Gabriel Attal, to provide a complete service that will cost the driver around 100 euros per month,” continues Roland Lescure. We are thinking about the best way to achieve this, but it can look like a conversion bonus, often called a cancellation bonus. Fixing your car can allow you to benefit from a bonus part, with support of around 2,000 euros from the Government. The device, if documented, should be included in the next fiscal bill to take effect in 2024, when the first GCK devices will be sold. Aid can then continue depending on household income levels.
From there to think that the government is taking the opportunity to implement Emmanuel Macron’s campaign promise that he planned to sell an electric car for 100 euros per month, there is only one step that some Bercy experts are creating under the jacket. “Government-sponsored restructuring is social rent of low cost, reviewed and corrected during inflation”, shouts the senior official.
Officially, nothing. “Retrofitting is an alternative solution, corrects the Minister of Industry. It is the simplest, most economical device, which allows the owner to attach it to his car. Today, social rentals are not interchangeable with large family models, such as the Scenic for example. But the president’s promise is not buried. We are working on it and announcements will be made at the end of the year. »
